SCHOOL HOURS and DAY CARES in our COMMUNITY

HOW MANY PARENTS WORK FROM 8am to 5pm?

HOW MANY PARENTS FIND THEMSELVES RACING TO AND FROM SCHOOL AND WORK TO EITHER PICK UP OR DROP OFF THERE CHILDREN?
HOW MANY PARENTS RESORT TO AFTER SCHOOL DAYCARE FOR PICK UP AFTER SCHOOL?
WHAT DOES SOMETHING LIKE THAT DAYCARE COST? AND CAN EVERYONE AFFORD IT?
Well regardless of how you answered the aforementioned chances are that It could prove to be a dilema for many that have no means to do or pay for such resources.
The sad truth is that many parents can't get off from work to pick up there kids or have to resort to family and friends to help alleviate such routine important tasks. I mean c'mon its our Children, and one can't put a price on them right? Well I'm not going in that direction, but I do see that there is a MAJOR DILEMA going on with after school hours, pick ups, transport, and well daycare. HOLD UP, I'm not trying to KNOCK THE IDEA of AFTER SCHOOL DAYCARES. God knows they come in handy and they serve a great purpose. But I did however witness an auto accident involving a daycare minivan with another vehicle in a very congested area. Now that got me thinking, these sort of accidents can happen to anyone right? Well, it didn't appear that anyone was hurt in the fender bender, but one can never be too sure about our very own children being transported by well strangers, I mean we know the teachers at school because we meet them on meet the teacher night, and well we know the teachers at the daycare, because well we write the check out to them. But what about those pulling the transporting duties, who are they? What do we know about them? I challenge any parent out there to at least know the full name of those they are entrusting with there childrens' lives everyday after school on our public streets.
Am I the only one that feels that AFTER SCHOOL PROGRAMS ARE SERIOUSLY IN NEED. You drop of your little bundles of joy at a safe haven for them to learn, eat, and socialize with there peers. Parents can set aside that responsibility for at least 7 to 8 hours while they focus on doing there jobs and rest assured that their children are in good responsible hands.
WHICH BRINGS ME TO MY MUCH ANTICIPATED POINT:
WHY DON'T WE AS A COMMUNITY DEVELOP SOME TYPE OF 1 TO 2 HOUR AFTER SCHOOL PROGRAM COMPRISED OF VOLUNTEERS THAT WOULD WATCH, TEACH, OR CARE FOR THOSE SAME STUDENTS ON THAT SAME CAMPUS THAT NEED TO WAIT FOR THERE PARENTS UNTIL 5PM. I KNOW I KNOW SOME OF THOSE TEACHERS NEED TO ATTEND TO THERE MATTERS TOO AND I KNOW MANY WILL COME ON HERE AND GRUNT ABOUT THE COSTS OF SUCH PROGRAM AND HOW MUCH TAX DOLLAR WILL GO TO THAT AND THE HONEST TRUTH WOULD BE= NO NEW TAXES, NO NEW EMPLOYEES, NO EXTRA HOURS FOR TEACHERS, AND JUST A 1 DAY TRAINING COURSE FOR PARENT VOLUNTEERS, INTERNS, TEACHERS IN TRAINING OR THOSE SEEKING A CAREER IN TEACHING.
NOW CAN THIS WORK, OF COURSE IT CAN. WHAT ARE THE LEGALITIES OR RED TAPE: BEURACRACY, BEURACRACY, BEURACRACY! THE SCHOOL BOARD CAN MAKE IT POSSIBLE, SO I CALL ON ANY BLOGGER, PUBLIC OFFICIAL, OR POLITICIAN TO LOOK INTO SUCH A PROGRAM TO HELP ALLEVIATE THINGS FOR THOSE PARENTS WHO LACK THE MEANS. THIS TYPE OF PROGRAM MAY ALSO PROVE TO BE AN ASSET TO OUR COMMUNITY ADDING MUCH VOLUNTEER HELP. AND IT WILL HELP THOSE ENTERING THE FIELD OF TEACHING TO NETWORK WITH THOSE SCHOOL ADMINISTRATORS AS IT WOULD BENEFIT THOSE STUDENTS GAIN SOME MUCH NEEDED HOURS OF EXPERIENCE.
I AS A PARENT WOULD BE AVAILABLE TO HELP IN ANY WAY POSSIBLE. NOT ALL PARENTS CAN AFFORD AFTER SCHOOL DAYCARE, NOT ALL PARENTS HAVE THE LUXURY TO GET OFF WORK, BUT THE SAFETY IS NEEDED DESPERATELY FOR THOSE CHILDREN THAT DONT HAVE THE MEANS TO REMAIN ON CAMPUS AWAITING THERE PARENTS.

A Change Of Heart

After evaluating the situation. We here at Edinburg News feel that Strength and Experience do matter. I am a die hard democrat. I will vote democrat over a republican any day.

Eddie Saenz feels that a vote for a republican is not out of the question. That being said! I feel that Aaron Pena has the Experience and will continue to do what's right for his district. Even if he did vote Republican! I can see how a vote for a Republican Speaker means more goodies for our dist.

Let's continue to give our support and vote for a more experienced St. Rep. We ask that you join us in supporting and voting for Aaron Pena!

I don't know what the the other comments have to do with this post.

McAllen ISD has a program like that, but it is not free. The teachers have to be paid as do the aides. Teachers get paid little enough now.

There are other issues too, liability, security and the additional costs to keep the schools open. The school year was already changed in the legislatures hopes of saving overhead. That has brought on a string of complications like the disappearance of most Monday holidays and a change of the Christmas break and the extension of summer holiday. This also means that day cares are busier in the Summer. You may have noticed an increase in the number of Day Cares springing up.

I don't think you are going to find qualified volunteers and the training would have to be more than a day, not to mention the screening that would have to take place of those that did volunteer.

There are programs that assist families with the cost of day care, but we need more. It is getting less and less affordable to have only one parent work and harder still when you have a single parent.

dac,
Interesting observations and I appreciate your concerns and comments, so lets discuss ideas on how these issues can be resolved, again these are just ideas:

ISSUE #1:
There are other issues too, liability, security and the additional costs to keep the schools open.

POSSIBLE SOLUTION:
As with any venture or idea there are risks, liability and Costs involved. It is a FACT that
School buildings remain open after hours for other than school activities such as Boys/Girl Scout meetings or functions, sports, meetings of teahcers or PTO etc.

ISSUE #2:RISKS?

POSSIBLE SOLUTION:
Your child either gets picked up by a stranger and transported to a number of locations and RISKS getting into a wreck while on the road or do they remain at the facility you the parent dropped them off? There really is no right answer to that, its just what you're willing to tolerate that matters.

ISSUE #3:Liability?

Well what covers your child insurance wise when they get hurt at school today? School doesn't provide Health or Accidental Insurance, you have to provide your child with some health insurance so the same should apply 1 hour after school.

ISSUE #4:Security?

What are School PD for? Isn't school taxes high enough, I mean lets get real here for a quick second and learn that our citizens in Edinburg get TAXED TWICE for POLICE SERVICES(ONE IN SCHOOL and ONE IN THE CITY)CRIME JUST DOESNT HAPPEN DURING 8-3, SO School PD needs to still provide security which they do already, they provide security for the buildings around the clock so that covers the Security Issue. FYI, MISSION has one POLICE and IT provides Security to both city and schools, GO FIGURE! WOW! It is possible, I'm just saying.

ISSUE #5:
There are programs that assist families with the cost of day care, but we need more. It is getting less and less affordable to have only one parent work and harder still when you have a single parent.

POSSIBLE SOLUTION:

The SINGLE PARENT EFFECT?
Very Much True dac, Good point, there are many either single parents or parents barely making ends meet that could use such a program like that of the Boys and Girls Club in the Summer. It can be done, its just getting enough people to actually admit that they are in NEED of such a program. Again that may touch a prideful cord with some while others have no problem admitting to such realities. TRUE that Day Cares are popping up in a record numbers and so are the complaints or accidents, if you dont believe me just read up on any these daycares on the TX CHILD PROTECTIVE SERVICES WEBSITE, pretty scary stuff if you're mentioning risks, liabilities, and security. I doubt these daycares have armed police men guarding there facilities. ONE INCIDENT in the news had a Donna Daycare spray RAID propellent in a kids hair, WOW! Wheres the security there. Truth is some of these Daycares have numerous State reprimands that aren't disclosed to the parents nor do the parents do the research on these facilities. Im not here to bash these daycares, just here to compare the risks and liabilities to that of our own after school programs. The risks and liabilities are the same when it comes to the well being and security of our children. Shoot, some our children can play outside today and dehydrate due to the hot temperature. RISKS and SAFETY ARE A 24HR THING NOT JUST AN AFTER SCHOOL THING.

ISSUE #6?:
The teachers have to be paid as do the aides.

POSSIBLE SOLUTION:
Again about the Pay, some of the school teachers have children of there own that they must attend to or other personal errands they need to resolve. The School Board can create a program afiliated with the ALTERNATIVE CERTIFICATION PROGRAM FOR THOSE SEEKING TO HAVE TEACHING CAREERS AT UT PAN AMERICAN'S EDUCATION COLLEGE. THESE CANDIDATES IN ADDITION TO THERE BACHELORS DEGREE MUST COMPLETE 12HRS IN COURSES DEALING WITH EDUCATION. WELL THEN JUST HAVE THE PROGRAM (ACP)and Im sure there are others too,COOPERATE WITH THE ECISD AND ADD INTERN HOURS FOR COMPLETION OF PROGRAM. THOSE VERY SAME CANDIDATES SEEKING EMPLOYMENT WITH THE ECISD WILL NOT ONLY BENEFIT FROM SUCH EXPOSURE TO ON THE JOB TRAINING, BUT CAN RECIEVE THE HOURS OF TRAINING TO FULFILL THERE COURSE REQUIREMENTS AND ECISD REQUIREMENTS. AFTER ALL THESE CANDIDATES ARE HIRED ON A PROBATIONARY STATUS AND THEY A CERTAIN AMOUNT OF TIME TO BRING THERE STATUS TO SATISFACTORY WITH THE DISTRICT. A STROKE OF A PEN IN REQUIREMENTS COULD ALLOW THE DISTRICT SUCH PROGRAM, BUT AGAIN BEURACRACY BEURACRACY BEURACRACY, IS THE ONE WHO CAN RESOLVE THIS ISSUE. ITS A WIN WIN FOR EVERYONE INVOLVED.

BENEFITS WHO:

PARENTS BEING ABLE TO PICK THERE CHILDREN UP AT 5PM AFTER WORK.

CHILDREN GET TO STAY IN AN ENVIRONMENT THEY'RE USE TO AND SAFE FROM HAVING TO BE ON THE CONGESTED ROADS WHEN SCHOOLS LET OUT.

FUTURE TEACHERS WILL BE EXPOSED TO SUCH TRAININGS THAT MOST BOOKS DON'T COVER.

VOLUNTEERS AREN'T SOME STRANGERS OFF THE STREETS, THEY ARE TO BE THE VERY SAME PARENTS THAT HAVE THERE CHILDREN ATTENDING THAT PARTICULAR SCHOOL.

TRAINING SHOULD TAKE PLACE AT THE UNIVERSITY FOR THE TEACHER CANDIDATES AND FOR PARENTS, THAT IS ONLY A MATTER OF BACKGROUND CHECKS AND A FEW HOW TO BY THE PROPER PERSONNEL (ie POLICE, PRINCIPALS, AND NURSE) WHICH SHOULD ENCOMPASS NO MORE THAN A FEW DAYS LEARNING. SHOOT MCALLEN HAS A ONE TO TWO DAY TRAINING FOR SUBSTITUTES AND THEY GET A WHOLE CLASSROOM FOR 8 HOURS A DAY, IMAGINE THAT. THESE CANDIDATES ONLY NEED 1 TO 2 HOURS A DAY OF OBSERVING AND ATTENDING CHILDREN IN A STUDY HALL SETTING AFTER SCHOOL.

well dac I hope I was able to shed some light on how we as a community can resolve some of these important issues, again they're just ideas. We as citizens can make it possible, there are a million reasons why some may reject such an idea, but it only takes a few people to make others realize that it in fact can work.

LATEST MONITOR HEADLINES!!

No injuries in Edinburg bus accident

The Monitor
September 19, 2007 - 5:24PM
EDINBURG – No children were injured in an afternoon school bus accident in Edinburg, fire Chief Shawn Snider said.

Emergency responders described the collision, which occurred just after 5 p.m. near the intersection of Sugar and Monte Cristo roads, as minor.

Five students were on the bus at the time of the wreck, but all refused medical attention, Snider said.

It remains unclear what school the students were coming from at the time of the wreck.

AFTER SCHOOL PROGRAM DESPERATELY NEEDS 1 to 2 HOURS OF SUPERVISION ON CAMPUS AFTER SCHOOL HOURS, SO THAT THE PARENTS MAY HAVE THE OPPORTUNITY TO PICK UP THERE CHILDREN.

1. There is a difference between opening the schools for some activities and opening the schools every school day for and extended period. The cost is much different and the extent to which the schools are open is much different for opening a gymn or cafeteria.

2. I don't think that the program of that type will significantly reduce auto congestion or accidents. The buses still have to run and the children are still on the road with someone.

3. I am not talking just about health care issues. Each school has a nurse for minor matters and to access the children's medical records. I am talking about liabilty insurance and the related costs. The policies that cover the schools for academic time may not cover such a program. I am talking about the additional costs.

3. School taxes are definitely high enough (that's part of my point). But it takes a different amount of manpower to police a school with children as opposed to an empty school, the threats are different, the types of crime are different. Additional the additional congestion of pick up of children from 3:30 to 5:30 creates and extention of duties, not the same duties.

4. I unfortunately hear more CPS matters than I care to discuss. But the schools, teachers, paraprofessionals and administrators are also not immune from complaints from CPS (even lawsuits for passively condoning abuse), the only one that hit the news lately were the aides at PSJA. The child sprayed with raid was only 2 and like many children that are in day care would not be affected by a program at schools. You are right that there is not enough "preventive" action taken by state authorities that regulate day-care. They tend to only respond to problems after the fact and rarely follow through on complaints when they are sent (I dont think they even have an investigator in the valley).

4. As for interns, I think that it would be nice to see them put in some intern hours as part of the certification program. But I think those hours would be much more useful and productive during teaching time for both the candidate and the children. Even the after school program is just day-care in the school enviroment. It can't be an extension of the school day or an extended study hall. You indicated you were a parent so you know that the kids needs some downtime after school.

5. You are right there are a million solutions, but my fear is that it would turn into millions of dollars. Day-care run by the school board? I am just pessimistic about the possibilities and complications not to mention the expense. I do think there are some positives to the concept, I just think the downside is greater than the benefit. It was a long time a ago, but I have some fond memories of day-care, and I had my siblings there too along with friends and we did learn, compete, and socialize in an enviroment that was less institutional and anesthetic than a school. I admire your ideals and see your vision.

Because of healthy and wonderful grandparents my child does not go to daycare, but I know that he would not want to stay at school all day (and he loves school).

dac,
Good points and I understand your position. Let me just list a few resources and other States that do the very IDEA we're discussing.

www.Afterschool.gov

This a remarkable site full of HOW TO IMPLEMENT such an Idea. And I do recall my days in elementary back in Edinburg with After School Recreation. Oh and Sports in Schools always has Coaches working 6am-11pm ITS TRUE, I KNOW FRIENDS OF MINE WHO ARE COACHES AND STILL WORK THOSE HOURS.

THE FOLLOWING ARE SOME MORE RESOURCES AND TIDBIT FACTS ABOUT AFTER SCHOOL PROGRAMS:

FROM GOVERNOR RICK PERRY’S OFFICE:

Before- and After-School Learning Opportunities
Since 1999, Rick Perry has been an advocate for the expansion of before-and after-school learning opportunities for at-risk students. Governor Perry championed $25 million in funding for before-and after-school programs, which focus on areas in Texas communities with high rates of juvenile crime, as well as a franchise tax credit to encourage businesses to invest in these programs.

AFTER 3PM PROGRAM

First-Ever National Household Survey on How Kids Spend the After School Hours

America After 3 PM, the most in-depth study ever to explore how America's children spend their afternoons, shows that our nation is failing to give its children safe, supervised activities during the often-dangerous afternoon hours.

In communities today, 14.3 million children take care of themselves after the school day ends, including almost four million middle school students in grades six to eight. Just 6.5 million children are in afterschool programs - but the parents of another 15.3 million children say their children would participate in afterschool - if a program were available.

America After 3 PM was commissioned by the Afterschool Alliance with funding from the JCPenney Afterschool Fund. Click on the links below to learn more.

You'll be suprised as to how much people need this program not only here in Edinburg, but all over the Nation. You can Read up on the links if you go to the website and discover the statements of many American Households. In Fact all schools in San Antonio offer after school programs. And so do

Houston Schools
Austin schools
Dallas schools

do too.

I am afraid it is the balance of that need with other needs in education and other needs for children. I do not believe the idea can be implimented without significant cost and diverting of resources. I just think the money that would go for something like this would necessarily come from where the money and resources could be better applied to the children and families.

Daycare Workers Face Charges in Fatal Accident

reported by Denisse Cantu

Three people from a Los Fresnos daycare have been indicted on charges of criminally negligent homicide following the death of a nine-year-old girl in 2006.

The tragic accident happened in November 2006 when nine-year-old Rachel Katz was struck by a 1997 ford truck as she was chasing a ball on FM 1575. She died instantly.

Katz was under the supervision of the daycare at that time. Since then the daycare has been closed.

It was one lengthy investigation that finally led to the indictment of the three individuals. According to Cameron County officials, the charges are based on allegations that they were criminally negligent in supervising Katz and failing to keep other children in their care safe from the danger of passing vehicles.

Cameron County indicted not only the owner of Kids Klubhouse daycare, Renee Garcia, but also her two employees, Cassandra Gonzalez and Krystal Lee Gutierrez.

All three individuals now face charges of criminal negligent homicide.

"The employees there had the responsibility for watching over this child...the owner...employing people...make sure they're properly trained," Charles E. Mattingly, Jr., of the Cameron County District Attorney's office, said.

Mattingly said they took their time investigating this case and charged all three individuals because they wanted to make sure all daycare facilities in Cameron County understand they are serious about prosecuting these types of cases.

dac,

I will give the shirt off my back, my right arm, my right leg anything of myself to keep the children safe from Pedophiles and hazards both on and off campus, it's just not in my nature to sit back and think an ounce of pessimism when theres solutions possible to better improve the environment for our children. It is with the utmost urgency that our schools NEED a great deal of things I understand, but we the parents can volunteer our TIME to help not only our community but ourselves too. WE SPEND THE MAJORITY OF OUR TIME AT WORK DOING FOR PEOPLE WHO WOULD FORGET US WITHIN MINUTES AFTER OUR DEATHS, BUT THE VERY CHILDREN WE PARENT AND SPEND LESS TIME WITH, WELL HOW LONG WOULD THEY REMEMBER US AFTER WE'RE GONE? THERES SOMETHING WRONG WITH OUR PRIORITIES THERE, BUT I UNDERSTAND PEOPLE HAVE TO WORK. BUT THERE ARE PARENTS OUT THERE THAT ARE FREE TO VOLUNTEER AND THEY HAVE THE KNOWLEDGE AND EXPERIENCE IN AN ARRAY OF THINGS THAT MAY BENEFIT OUR CHILDREN. Don't harbor pesimisism unwillingly when you know deep down inside the idea is like a raw peace of steel that needs some shaping and sharpening to develop a work of art.

You have me there, I am a pessimist. I love your idealism (that is NOT sarcasm). I don't believe we can get the voluteers and I don't believe it can be done without a significant price.

I do believe the state should and can do a better job of policing day-cares and investigating abuse (but they don't and the issue wont even come up again until another child or more dies). I think that the state can do more for kids. We can provide more teachers and more teacher's aides for the kids when they are in schools. We can provide more help to keep kids from dropping out. We can focus on problem areas while the kids are in school during school hours so they can learn something. We can help kids that have emotional, physical and mental needs. That is were I would be optimistic.

I a saddened by the fact that the FBI must police the corruption that takes the tax dollars and money that should be spent on the kids. I mean you would have had to have lived in a cave to not have known that money was being funneled to board members for projects and yet nothing was done at the state or district level to stop the funds from being mis-spent and syphoned.

We could do more to see that higher education was affordable when a high school degree (which use to be enough to support a family of 4) is not even enough to get you a living wage, yet it is all we expect our government to pay for in a tech ladened society.

I just think the money and effort is better spent elsewhere and I know the money is there.

(I will step off my soapbox before it crumbles beneath my fat butt)
