ALAMO NON-DRAFT-ED HOUSE? OUT with THE TACUACHES!!

So what seems to be the problem now with our city council or city administration? Back when Richard Garcia was mayor it was the city jail dragging on, now we have our mall strip and the Undrafted-House not seeing its fair share of money or Finance. Cmon council, if Tony Romo got his Contract extended, shouldn't this Un-Drafted House get its fair share of budget to be completed? All jokes and pundits aside, this type of lothargic process seems to have become the norm in this little town of "you scratch my back, while i fill your pockets with wink wink best bids contracts." Let me guess Enriquez Enterprises is going to come in and do some change-work orders and those in on it are going to vote for such debacle. Wait a Minute, hold the phone, isnt that the ol quick switch-aroo that happend last time with the jail. Out went Velasco and In came Enriquez, boy someone on that council sure does love that arrangement. I mean the process is getting all too familiar and lame. I just wish more citizens took part in voting. I wish we had an O.W.L.S. group here in Edinburg rather than just POLITIQUERAS looking for the MORDIDAS ala MEXICO STYLE during Political Season. I just wish our community would take there political b.s. to the next level already and get rid of the so called "taquaches" you know the possums that are so far underneath EVERYTHING IN CITY GOVERNMENT that when they finally get thrown out they look like the sweaty soaked possums. It's stupid to continue to excite the public about new establishments coming into our community only to be HALTED BECAUSE SOME IDIOT ISN'T GETTING THERE CUT! I'm sure some elected or public official will declare some eloquently worded speech or excuse about Finance, bonds, budget or some crappy ol excuse as to why they cant reach a completion in such projects. Look at McAllen is what I'll say, where in the Heck do they have such problems. Our city hall, jail, and now this mall is so slow to get completed, I guess the tacuaches are digging deep making sure they're getting there cut, contract bids, or kick backs. This process is getting old, lame, and embarrassing. And the sad part is that these same sin beruencas still try getting re-elected, why you ask, because the majority of la raza get catered to during the political season ONLY! Then its back to getting under all the government stuff for the tacuaches.

Heres my advice to our city administration and political officials:

Go to McAllen with a pen and tablet and take some much needed notes on how to complete projects, open a real airport, and enrich your community. Oh and one more important thing tell them to teach you guys how to make your city SINGLE MEMBER DISTRICTS, I mean lets get real here almost all the politicians usually live in the same areas. When was the last elected official from la llelera (the fridge) Lull TX whatever you wanna call it? Linn? San Manuel? East of Edinburg by la Blanca or North of Town? ITS TIME OUR CITY BECOMES SINGLE MEMBER DISTRICTS JUST LIKE MCALLEN. Lets see McAllen has about 4 to 6 Hospitals, just like Edinburg, about 3 HEBs compared to Edinburgs 2, Walmarts we have the same amount, High Schools they have 3 including the Baccalauriette School and we have 3 high schools too, and plenty of jails, and juvenile detention centers. Edinburg is larger than McAllen Land Mass wise, so why DONT WE HAVE SINGLE MEMBER DISTRICTS?

It all starts with one guy. His name is Gene Espinoza. Him and Enriguez are best buds. Look at all the contracts Enriguez's has thrown toward Rio Grande Steel. Well I should say sub contracts. But don't worry he's out come May.

1. You make it sound like the Draft house is a City project. It isn't.

2. Linn, San Manuel, and La Blanca are outside the city limits. No one from there can be on the Council.

3. Two of ECISD's high schools are outside the city limits.

C'mon Ringmaster, your better than this.

First let me address 8:21 am. Gilbert is a friend of mine, I wouldn’t call him my best friend, but he's a friend! Now to the contracts, what your SMALL mind doesn’t understand is that we have to bid these jobs to all contractors!!! There is other competition out there that out bids us from time to time. Do your research. What the hell does Enriquez have to do with the mall or Alamo Draft House?? NOTHING! Get your head out of your ---!

Now to you Ringmaster,

Take notes from McAllen?? What the? The Alamo Draft House is a PRIVATE business!!!! We have not put in a dime. Now you might say "maybe you should so it can be completed faster". Well that would not be to smart will it! I still feel confident that the Alamo Draft House will open. I agree that the area looks bad, but to blame the city council is crazy. ENriquez coming in to finish Alamo Draft, come on Ringmaster I thought you were sharper than that. I challenge you to prove to me who from any of our cities projects has "scratched my back" or filled my pockets. You have my permission to print it here on your blog! Who has filled my pockets? TELL US!

Now to the mall;
This is not a 10,000 sq. ft. shopping strip. This is a mall that is close to one million sq. ft., these things don't pop up over night! If you recall after Joe and Gus were elected there was several months of stand still. They needed to inform themselves of the project so we slowed it down a bit. Don't know what you expect, but its not going to be complete in a couple of months. Go out there now! CUATION: WEAR YOUR HARD HAT! All that mall progress has been done in the last two months. Maybe if we do like McAllen and not say a word to our citizens about whats coming till it’s almost complete would be better? To the city hall, again I say these are not projects that are completed in 6 months (like a house would). Believe it or not the project is still within its contract days, same for the PD!!!!!!!!

All politicians come from same area? Where is that?

Time to raise the bar on politicians, I AGGREE!!! To run because one of your buddies told you it’s the right thing to do is a BAD reason to run for office. I served on boards, committees, commissions, not profits long before I ran for office. I learned as much as I could before running. I have over 20 years of being a public servant in some capacity. I attended almost every city council meeting the two years prior to running (getting informed). I saw Galaxy, Super Splash, Lagos, Shea, and plenty of other deals that I won't mention here! Never understood where these candidates come out of the wood work to run!

I am not going to get into the why aren’t we like McAllen part! Believe me McAllen has their problems!!!!!!!!

12:04 AM,

Theres five of us writers, so not all of us are always bringing the "A" game, but I think what we we're insinuating is that land mass wise, Edinburg can be a force to be reckoned with if utilized correctly politically. It makes a great deal of sense to make Edinburg a single member district area. Each Councilmember would adhere to there district and better serve them rather than being all over the place only serving interest. Now now now, quit the moaning, because there are a few that serve the hand that feeds them. That being said I believe the prior statement we made was using a thick layer of sarcasm including San Manuel, Lull, and Linn. Again just plain sarcasm.

Mr.Espinoza,
About the SMALL mind comment, theres no need for insults, when your in public office you must maintain a thick skin, I dont agree with it, but as always I understand your frustration. But Let me remind the readers that YES, the BIDS are publicly listed ie newspapers and what have you, but REALLY, LETS GET EDINBURG HERE FOR A MINUTE, notice How I didnt write "LETS GET REAL HERE" that is because its no secret that the same BIDDERS ALWAYS GET THE JOBS, wink wink, and who might those be. NOW can I name you a few of those Fortunate Sons that have gotten these bids, you bet I can and they've been getting them Before you were in office and they'll keep getting them in the future. So, please lets stick to the issues and insults well they can take a distant 2nd.

Now as far as comparing Edinburg to McAllen, yeah no city is perfect politically, but the Economic Climate is a DRASTIC DIFFERENCE, AND I WONDER WHY, WE HAVE FAR MORE LAND TO OFFER BIG BUSINESS. SO WHATS THE PROBLEM? MCALLEN IS LANDLOCKED and does the PUBLIC know that McAllen has moved TO PURCHASE LAND NORTH OF EDINBURG? I bet most residents have no clue, what does that say about our city's Economic laziness?

Oh and one more thing, about our Councilmembers being from the same place, SURE lets have a little common sense here:

NO they all dont live in the same neighborhood, and what was meant is that they all come from a good area! Hint Hint, how many came from La Rodriguez? how many came from Lull? How many while in office have lived in those type of areas? Is what we were referring to Mr. Espinoza, We didnt think that you would gather that you all lived in the same neighborhood. But theres usually a 5 mile radius between 2 or more councilmembers at any given point in time residence wise. Now as far as filling your pockets sir, lets face it that was a general statement that needs no introduction to the world of politics but since you went in that direction, Dont you work for Rio Grande Steel? Meaning you have a Boss right? If selling steal is your livelihood then what is your interest? Who do you serve 8-5 sir? Not rocket science here Mr. Espinoza, just common sense for small minds like us the public. If you wanna be a politician, don't you have take a more diplomatic approach? Just a question.

I have always been a very diplomatic servant; however I have had enough of those general statements that grab all of us and paint us with the same brush. These general statements that carry half-truths are the reason you don't get people to the polls! It does dishearten.

Ladies of Dist. 40. Don't forget it was Eddie that voted to send the only Edinburg OBGYN center to McAllen! Through his involvment on the board he voted to leave you without local health care. It wasn't till Doctors Hosp. came in this year with a Women Center. By the way Eddie and Joe were upset that this center opened in Edinburg. When the city tried to keep them from leaving, South Texas Health System (Eddie) offered 23,000.00 to the city if they would let them go without a fight. Thats what Eddie thinks the ladies of this city are worth, just 23,000.00.

I don't know, sometimes it isn't the message it is the way it is sent. PR has some interesting points about where he believes the city should be and some historical problems, but I think it got caught up in the angry language and maybe some misperceptions about the nature of the drafthouse project.

I guess all of us that are looking forward to the opening of this ambitious project are wondering what is the delay. I read somewhere it was complicated financing. I would like to know why?

As for the relationship between money and politics, always sensitive. More later, time for work.

No Sir, The Construction Industry Building Policy is NOT SET BY THE STATE. It is only the formality, Building Policy or any other policy for that matter is Heavily Lobbied by big Business just like Oil Policy is Lobbied by Big Oil CORPORATIONS. BIG BUSINESS DICTATES POLICY. OUR GOVERNMENT HAS BEEN TAKEN BY THE MARKET, NOT THE OTHER WAY AROUND. And if you work for big business and deep pockets, well there you have it, thats part of who implements public policy.

HD 40: Saenz Offers Misleading Information About Pena’s Vote On Legislation Authorizing Proposition 15

Posted By Vince Leibowitz On October 29, 2007 @ 10:43 am In 2008 Texas Elections | No Comments

[1]
Political races in the Rio Grande Valley are almost always so nasty they could gag a buzzard six times over. They are almost always filled with rumors, innuendo, and elaborate attempts to distort the opposition’s voting record.

And, just about every election cycle, there is one distortion that requires a lot reading through the House Journal to sort out.
This year, the first candidate to manage to run up against having released such a distortion is Edinburg engineer Eddie Saenz, who alleged as follows at a recent event, which was subsequently quoted in a press release distributed by Legislative Media:

Sáenz, whose father is currently battling cancer, also pointed out that Peña was the only Democrat to vote against legislation last May that allows Texans to vote for the proposed $3 billion cancer research plan on November 6.
“This past session, my opponent co-authored a bill to bring $3 billion in cancer research over the next 10 years,” Sáenz added. “When it came time to vote for his own bill, he voted against it, and was the only Democrat to vote against it.”

Sounds pretty damning, right? Of course. Who wants to be on record voting against cancer research?

The reality, however, is far different. We’ll take each of Saenz’s claims one-by-one and debunk them here for you.

The first claim made is:

Peña was the only Democrat to vote against legislation last May that allows Texans to vote for the proposed $3 billion cancer research plan on November 6

The Reality: [2] HJR 90, the enabling legislation for Proposition 15, had exactly three record votes before the Texas House of Representatives, excluding committee votes. One of those votes was on an amendment during passage, the second record vote was on final passage and the final record vote was in concurring with Senate amendments.

Record Vote 1093 was the vote for or against adoption of HJR 90. Rep. Aaron Pena is shown voting for adoption (an “aye” vote) on [3] Page 3541 of the House Journal.

Now, for the rest of Saenz’s claims. Here’s one:

“This past session, my opponent co-authored a bill to bring $3 billion in cancer research over the next 10 years,”

Reality: That one is actually true. Pena was one of several dozen bi-partisan co-authors of HJR 90.

And, the final claim:

“When it came time to vote for his own bill, he voted against it, and was the only Democrat to vote against it.”

Reality: Saenz’s claims are pretty puzzling. Unless there is a vote somewhere I am unaware of that Pena–or any other House member, for that matter–cast on HJR 90, I can’t see how Saenz’s is doing anything other than distorting the truth.

In order to explain this, we’ll go over each of the three votes taken on HJR 90 in the House.

[4] RV 1092: This was a vote on an amendment by Hochberg and Kolkhorst. The amendment altered the mechanism in which the program would have ultimately been funded. There is no way that a vote “for” or “against” this amendment could be construed as a vote “for” or “against” cancer research. Pena voted for a motion to table the amendment, but was by far not the only Democrat to do so. Other Democrats casting “yes” votes on RV 1092 were Senfronia Thompson (D-Houston), Mark Strama (D-Austin), and Valinda Bolton (D-Austin). While the majority of Democrats did vote against tabling the amendment, Pena wasn’t alone in his vote.

[5] RV 1093: This was the record vote on final passage. Pena, along with every other Democrat in the House who was present, voted “aye,” meaning they supported the bill on final passage.

[6] RV 1720: This was the final vote taken on the legislation in the House. It was the vote to concur with the Senate’s amendments. Again, Pena cast an “aye” vote, meaning he voted for passage.

Saenz’s addition of the phrase, “the only Democrat to vote against it,” makes his claim sound more legitimate. However, I can’t find a single instance–aside from on the amendment–where any House Democrat cast a vote counter to HJR 90. The only instance which could even be construed this way was when Rep. Tracy O. King (D-Batesville) had his vote recorded as a “no” on final passage of HJR 90. Even then, however, he corrected the record in the House Journal to indicate his intention was to vote “yes.”

Still not satisfied that I’d done enough digging on this, I decided to go over to Saenz’s campaign website and see if they had any further information. On their campaign ‘blog’ (which, by the way, lacks the “paid political advertising” disclaimer) I did find that it appears they [7] are actually talking about HB 14, not HCR 90.

On [8] RV 1391, Pena is, indeed, recorded as voting against the bill. And, he is the only Democrat recorded as voting as such.

There is an interesting twist to that, however. Between “absent, excused” and “absent” legislators, 57 members of the House were listed as “absent” or “absent excused” for RV 1391. Since Pena voted for CJR 90 on two separate occasions, and was a sponsor of HB 14, and a vote against HB 14 wouldn’t be in harmony with either of those facts, one of two things seems logical here: (a) Pena’s vote registered incorrectly and, as with many legislators, he didn’t catch it until it was too late; or (b) Pena wasn’t even in the Chamber and someone voted on his behalf. Since Debbie Riddle, Betty Brown, and Robert Talton–all people voting against the bill–[9] sit near Pena, I suppose that’s possible.

Even so, in light of Pena’s votes on HJR 90, Saenz’s version of Pena’s voting record is heavily misleading. It makes it sound as though Pena voted against cancer research lock, stock, and barrel. When you look at the actual voting record with any understanding at all of how the Texas House works, Saenz’s looks like he’s grasping at straws.

Which do you look at: someone’s vote on the Joint Resolution to enable the Amendment, or the bill to enable the Joint Resolution–especially when someone is on the record voting for the HJR?

Building policy and it's rules of operation ARE set by the State! GENE, REALLY LETS GET OFF THAT SUBJECT I GUESS. IF YOU WANNA DECLARE THAT FLAGRANT FIB THEN GO RIGHT AHEAD. BUT ALL THOSE IN THE KNOW WILL TELL YOU THAT EVERY CAPITOL IN OUR UNITED STATES HAS MORE THAN ITS FAIR SHARE OF LOBBIEST CLEARLY AND BLATANTLY WRITING LEGISLATION FOR THOSE CONGRESSMAN THEY BUY OR AT TIMES RENT OUT.

MY ORIGINAL QUESTION WAS MORE OF RHETORICAL ONE AT THAT, CLEARLY DEFINING THE FINE LINE BETWEEN SERVING A BOSS, AN INTEREST, AND THE PEOPLE. POLITICIANS AND BUSINESSMEN ALWAYS MAKE FRIENDLY BEDFELLOWS. HOW CAN YOU SIT BACK AND STATE THAT THE STATE MAKES POLICY, ACCORDING TO WHO? DOESNT IT HAVE TO GO BY THOSE WHO DO JUST THAT ON A DAILY BASIS? WHO WOULD KNOW MORE ABOUT STEEL BETWEEN YOUR BOSS OR SOME GREEN HORN FRESHMAN STATE REP WHO CANT DISTINGUISH HIS REAR FROM A HOLE IN THE BILL? A MR. MALDONADO WOULD WIN THAT ARGUMENT ABOUT STEAL JUST ABOUT EVERYDAY OF THE WEEK AND TWICE ON SUNDAY AND HAS THE FINANCIAL SUPPORT TO PERSUADE SUCH A FRESHMAN STATE REP, WHICH IS A CLEAR EXAMPLE OF WHO TRULY WRITES OR INFLUENCES POLICY. THE STATE IS MAKE UP OF POLICY MAKERS WHO ARE THEN CONTROLED BY NONE OTHER THAN INTEREST AND THE SAME CAN BE SAID THROUGHOUT GOVERNMENT FROM THE MUNICIPAL LEVEL TO THE NATIONAL LEVEL.

NOW, MANY MAY COME ON HERE BARKING SUCH DISGUST OR RESENTMENT, BUT THE PEOPLE AREN'T IGNORANT, THEY JUST GO ABOUT THERE DAILY LIVES BECAUSE THEY PICK AND CHOOSE WHAT TO CARE ABOUT AND EDINBURG POLITICS JUST ISNT THAT IMPORTANT ON THEIR THINGS TO DO LIST. BUT IT DOESNT MAKE IT RIGHT.

ENRIQUEZ ENTERPRISE WILL GET THE BIDS. FIRST NATIONAL BANK WILL GET THE BIDS. SOUTH TEXAS CONCRETE WILL GET THE BIDS. EDDIE SAENZ GOT AND WILL GET THE BIDS.ITS ALWAYS THE USUAL GUYS. GEE HOW PUZZLING AND SHOCKING IS THAT? NO SHOCK HERE SIR. THE AFOREMENTIONED ENTITIES HAVE ENOUGH FINANCIAL BACKING TO COURT ANYONE IN OR SEEKING PUBLIC OFFICE IN THE CITY ENOUGH TO GET THE BIDS, JOBS AND POWER. IT JUST MAKES NO SENSE TO ARGUE OTHERWISE. EDINBURG HASNT SEEN TOO MANY UNFAMILIAR FACES IN THE PAST AND I DOUBT IT WILL IN THE FUTURE AND THAT IS WHY EDINBURG FAILS TO COMPARE TO THAT OF MCALLEN ECONOMICALLY OR POLITICALLY. AND THAT WAS MY POINT. TO GET THINGS DONE HERE, WELL YOU GOTTA KNOW SOMEBODY, YOU GOTTA PAY SOMEBODY OR YOU GOTTA FINANCE THERE POLITICS.

hey PR, Gene Espinoza has got nothing on what Joe Ochoa, Hector Casas and Eddie Saenz did with the City when they were in power. Eddie Saenz was City Engineer who signed off on projects for the City and then turned around and was hired for those projects that he eventually would sign off on at the City level. Conflict of interest? Who was representing who? And people wonder why our drainage system is out of whack. How many subdivisions were spared from having to make the city required improvements?

11:41 AM,

First off I in no way shape or form am trying to single out Mr.Espinoza or Mr.Ochoa for any one thing, Instead I blame the way the system here in Edinburg Works and I used sarcasm of "you scratch my back while I fill your pockets" statement. Now that being said, Mr. Espinoza is the only one from the council to reply, call it ballsy or flat out he cares what people are perceiving of the council he serves on, either way you have to respect that. Whether Him and I see eye to eye on things is still yet to be determined as things arise on a daily basis. But One thing I do respect is his reply, Now Like I've stated before, We here at The Political Ring do not specialize in bashing politicians directly on a personal level (ie bedroom politics) we in fact call a spade a spade when we see evidence of it. Again my hat off to Mr. Espinoza for his replies and here's to the next issue that may come about. Now as far as Ochoa and company, well lets pay some attention to the what the future issues may hold. Im sure they will be interesting. And Im not siding or denying claims of political and business factions, but we here at the Political Ring will keep calling a spade a spade regardless of who they are.

So you're saying what PR? what about Saenz' serving as City Engineer and at the same time being hired by those companies whose plans he approved as City Engineer. The proof is in the pudding......city hall has all the minutes of all the projects. Pick your poison!

6:37 AM,

Im sure there might be some truth to what your saying. So bring it up and site the minutes and dates. I dont disagree with you, this city has that type of reputation at times, "its not what you know, its who you know that matters." Some past councilmembers have gotten rich in office, true story. Well I guess that was long ago, before the citizens took to the blogs, I guess if that man Im speaking of were around today, he'd get chastized and crucified for his tactics in office. Im sure the surface is the only part that shines, because the muddy waters that lie beneath cover so much.

So did we ever figure out why the Drafthouse was on hold?

Did we clarify what would need to be done to get single member districts?

What are the arguments against single member districts as it seems to be a trend in the area now?

Is there anyone else to offend regarding the politics of personal gain?

Just wondering

What are the arguments against single member districts as it seems to be a trend in the area now?
